We are seeking a highly motivated and skilled Cyber Security Analyst to support our customer, the Orange County Intelligence Assessment Center, located in Orange County, CA. In this role, you will work in the Cyber Security Section, performing troubleshooting of local government software for system development, scanning, hardening, identifying system vulnerabilities, and conducting system configuration changes to resolve vulnerabilities. You will also be responsible for conducting cybersecurity vulnerability testing, full system evaluation, and documentation. Additionally, you will collaborate with other system administrators and project managers to prevent, respond, mitigate, and recover from cyber-attacks within the urban area.

Key Responsibilities:

  • Cybersecurity Equipment and Tools: Ensure the serviceability and integrity of cyber equipment and security tools.
  • Operational Security Liaison: Liaise with fusion center, federal, state, local, and critical organizations on operational security matters, requests, and problems.
  • Cybersecurity Indicators: Review cybersecurity indicators against normal operational security processes and provide notification, response, or escalation.
  • Cybersecurity Subject Matter Expertise: Serve as a data subject matter expert on cybersecurity systems, during cyber incident response, within cyber task force environments, and provide technical assistance on their day-to-day operation, as well as coordinate enhancements to the toolset.
  • Digital Forensics and eDiscovery: Support efforts in digital forensics and eDiscovery.
  • Cyber Program Management: Assist fusion center leadership in managing the cyber program and ensuring consistency with National strategy and guidance.
  • Incident Coordination: Assist in incident coordination through an understanding of security system design tools, methods, and techniques.
  • Training and Outreach: Assist the training and outreach unit by assisting in course coordination and outreach events.
  • Liaison and Outreach Activities: Develop, support, and conduct liaison and outreach activities to Center stakeholders through the participation and development of working groups.
  • Miscellaneous Duties: Perform other duties related to cyber security, intelligence, investigations, and other missions as directed by Center leadership.

Additional Responsibilities:

  • Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential. Note that possession, use, or sale/distribution of cannabis or cannabis-based products is disqualifying.
  • This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences. Be prepared for frequent local/regional day meetings and events.
  • Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

Work Environment:

  • Flexible work schedule: Analysts will work a 4/10 schedule, on-site, with flexibility in start times, and must be willing to adjust their schedule as needed. Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.

Pay Range:

  • The pay range for this position is $130,000 - $140,000 annually. However, Valiant considers several factors, including but not limited to, market data, business considerations, internal equity, the role and responsibilities of the position, a candidate's work experience, education, and training, when extending an offer.

Technical Skills:

  • Early knowledge of Microsoft Office365, Azure Cloud, and related security concepts, proficiency in scripting languages and PowerShell, and proficiency with data modeling tools such as Microsoft Excel, Microsoft Access, and Microsoft SQL.
  • Enterprise Security: Understanding of enterprise security best practices, including encryption, permissions, multi-factor authentication, auditing and digital forensics, and data retention.
  • Communication Skills: Writing and communication skills, including technical documentation, are essential.
  • Proficiency: Proficiency using basic computer applications, networking devices, threat analysis software, and intelligence related automation.
  • Network Security: Understanding and applying network security concepts, troubleshooting enterprise firewalls, IDS/IPS, DNS Security, and WAF, and understanding network protocols, routing, and switching, LAN/WAN, remote access, and encryption protocols.

Required Qualifications:

  • Security clearance eligibility: Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
  • Background check requirement: Must be able to pass an Orange County Sheriff's Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  • Training and certification: Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.
  • Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).

Education & Experience:

  • Candidates for this role must have a minimum of four years of experience in Internet/cybersecurity, and possess either a Bachelor's degree in a related discipline or work experience in Cyber Systems in place of a degree.
