Hill International is seeking a Program Manager - Light Rail in Los Angeles, California

The Program Manager is responsible for leading, managing, and coordinating complex major capital projects under client requirements. Typical duties include establishing scope, budget, and schedule for capital projects and leading communication across various divisions and stakeholders to include city, state, and local communities. This position is responsible for matrixed staff and sub-consultants reporting directly to the client.

This role requires the individual to be located in Southern CA or willing to relocate to Southern CA.


  • Responsible for leading and coordinating all aspects of complex major capital projects (primarily rail projects) during design and construction with owner
  • Overall responsibility for managing established scope and budget for capital projects, assuring the assigned staff are guided and mentored throughout the project
  • Ensures communication between client and project staff members of multi-disciplinary project management teams
  • Oversees consultants and contractors involved in capital projects and facilitates strong communication and coordination between these entities
  • Communicates and coordinates project status with staff from affected federal, state, regional, and local agencies
  • Regularly communicates project status, milestones, and issues with leadership
  • Develops and oversees regular preparation of project status reports, including monthly reports for leadership and member agencies and quarterly reporting to the Federal Transit Administration and the Board of Directors
  • Ensures project compliance with all federal, state and local laws, regulations, codes, and standards
  • First level lead for all consultant and sub-consultant team
  • Responsible for developing staffing plans related to contract
  • Responsible for budgeting activities and review and approval of all client invoicing

  • Approximately 15 years of senior-level project management experience in construction management of heavy civil engineering projects
  • Approximately 5 years of project management/construction management experience on light rail transit projects of at least $500 million
  • Bachelor's degree in engineering or construction management
  • Professional Engineer (CA preferred)
  • Alternative delivery experience (progressive design-build, CM/GC, P3) preferred
  • Full Covid-19 vaccination is recommended. Mandatory vaccinations and proof of vaccination are subject to client requirements, federal, state or local law.

The salary range for this position is $225,000-$330,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
