The Project Manager is responsible for subcontracted projects, reoccurring / non-reoccurring preventive maintenance (PM) and corrective maintenance (CM) activities. The position is located at the NASA Jet Propulsion Laboratory (NASA- JPL).

Job Title: Project Manager for Sub-tier Contactors, and Project Work

Job Summary: This position will plan, schedule, and manage the execution of assigned sub-tiered contracted PMs, CMs and Trouble Calls (TCs), Facility Service Agreements (FSA), and customer funded Facility Service Agreements (cFSA). This position is responsible for closing out all assigned work orders within the computer maintenance management system (CMMS) by ensuring data accuracy and by meeting JPL and EGS requirements.

Essential Duties and Responsibilities:

  • Using Maximo works closely with the Program Manager and Sr. Operations Manager (Ops) and prepares the monthly / weekly sub-tier contractor preventive maintenance, CM, TCs, Repair, FSA and cFSA work schedule.
  • Prepares the weekly Project Schedule / update for the Tuesday customer meeting
  • Assigns work to the appropriate EGS sub-contractors to meet time line requirements in CMMS system (Maximo).
  • Prepares RFPs (job Scopes) PRs (service requisitions), SSJs (sole source justifications) and PO Change Orders for work that requires 2nd tier sub-contractors
  • Responsible for vetting all new Sub-tier Contractors through the EGS contractor program.
  • Request site access for all assigned 2nd tier sub-contractors.
  • Manages multiple projects, both single, and multiple project types to include: Mechanical, Electrical, Plumbing, Structural, and HVAC, to support all trades work that become projects.
  • Coordinates with area users / JPL customers on work order or project details and potential impacts to work areas / buildings.
  • Ensure that the sub-tier service reports and CMMS work order data files are complete, accurate and current.
  • Advises EGS Program Manager and Sr. Operations Manager of any delays or problems associated with work performance.
  • Assist with various special projects i.e., NASA / JPL audits, regulatory/environmental inspections, etc.
  • Must be able to interface with both internal and external customers in a dynamic research and development environment.
  • Reviews all contract requirements /deliverables before initiation or PRs / POs
  • Effectively applies our methodology and enforces project standards.
  • Read and comprehend plans and drawings and performs job walks with all sub-tiered project work.
  • Ensures project documents are complete, current, and stored appropriately.
  • Facilitates team and customer meetings effectively and keeps team well informed of changes within the organization

Qualifications:

  • Minimum of 7 years' experience in facility maintenance and facility project work
  • Minimum of 3 years' with the understanding of concepts and practical experience with Planning, Scheduling, and Preventive / Corrective Maintenance.
  • Minimum of 3 years' experience working with CMMS systems (Maximo experience preferred)
  • Understand Government contracting requirements
  • Familiarity with working with trades (i.e. Electrical, HVAC, etc.) and Maintenance and Operations sub-contractors
  • Interpersonal and communication skills and the ability to work effectively with technical and non-technical individuals.
  • Ability to communicate effectively, both orally and in writing and effectively communicate and implement change
  • Must have knowledge of applicable federal, state, and local safety codes and be able to read, interpret, and explain schematics and drawings.
  • Must have the ability to resolve complex issues that require analysis, evaluation, and interpretation.
  • Must have knowledge of computer operations and application pertinent to their field (CMMS, Microsoft applications and email).
  • Strong interpersonal skills and good customer service skills
  • Ability to read and write in the English Language
  • Valid CA driver's license
  • Must have the ability to multi-task, be organized, pay attention to detail, be dependable, and be a team player
  • Flexibility to work alternate schedules as necessary
  • Perform all other duties as assigned to meet customer critical missions
